Spot Checks

The staff of the BALM carry out spot checks to monitor the adherence to legal regulations in the sectors of road haulage and toll charges. The operating control service is organised in the fields of “road haulage act” and “toll charges”. In their function as staff members of a granting authority, the BALM staff additionally carry out audits in the field of grant procedures.

Spot Checks in the fields of Road Haulage Act and Toll Charges

Spot checks in order to monitor the adherence to legal regulations in the fields of road haulage and toll charges are regularly carried out in carrier companies (transport companies) that operate as commercial carriers and/or as own-account transport companies and contract awarders operating in accordance with § 7c GüKG (parties concluding freight or haulage contracts).
And in the framework of fact-finding measures, follow-up controls are also carried out with owners and holders of motorised haulage vehicles (such as truck lessors, leasing companies etc.) as well as with those participating in the commercial transactions of the hauled goods (such as producers, sellers, buyers, agents etc.).

Grant Procedure Audits

In their function as staff members of a granting authority, the BALM staff members are entitled to examine books, receipts and any other records (such as contracts) in their original forms, and they are entitled to control the use of the grants, such as the actual procurement of the items procured under the grant procedures and/or the execution of the relevant training, by means of on-site checks, and/or have such use of the grants controlled by commission. The grant recipients must have the required documentation ready and give the required information (duty to cooperate).
