Tasks in the BMDV and BALM

The Federal Logistics and Mobility Office takes on civil emergency preparedness tasks in crisis prevention and crisis management in accordance with the Transport Services Act (VerkLG) and Traffic Safety Act (VerkSiG) as well as crisis management tasks below these legally prescribed thresholds for the BMDV’s business area in comparable situations.

The Federal Ministry for Digital and Transport (BMDV), from its responsibility for transport infrastructures, transport planning, traffic safety and digital infrastructures, is responsible for tasks relating to civil emergency preparedness, preventive hazard prevention and crisis prevention and crisis management for the various modes of transport - road, sea and inland waterway transport, aviation, rail transport.

In this business area, the Federal Ministry of Transport and Digital Infrastructure has assigned the Federal Logistics and Mobility Office (BALM) the task of coordinating the traffic safety and transport services law and commissioned it to set up suitable crisis management structures.
In almost all damage situations, traffic is directly or indirectly affected, as the mobility or transport of people and the flow of food, raw materials and other goods will be interrupted or as transport infrastructure has an essential role to play in addressing the situation.

Freight and passenger traffic can accordingly be viewed as the basic infrastructure in a world of strongly interwoven economic areas, since without it the added value would come to a standstill. Almost all manufacturing sectors are dependent on functioning supply chains and reliable logistics.

This means that the “Transport and Traffic” (TuV) sector can also be assigned to the so-called “Critical Infrastructures” (KRITIS).
In addition, the TuV KRITIS sector is, by definition, of particularly high, mutually dependent relevance in its networking and supply function in the overall system of the infrastructure areas.
The State is the guarantor for public safety and the provision of supplies of goods and services that are considered to be of vital importance to people. In the event of a crisis, the public sector is responsible for ensuring basic services for the population.
